Clandestine Crossings delivers an in-depth description and analysis of the experiences of working-class Mexican migrants at the beginning of the twenty-first century as they enter the United States surreptitiously with the help of paid guides known as coyotes. Drawing on ethnographic observations of crossing conditions in the borderlands of South Texas, as well as interviews with migrants, coyotes, and border officials, Spener details how migrants and coyotes work together to evade apprehension by U.S. law enforcement authorities as they cross the border. In so doing, he seeks to dispel many of the myths that misinform public debate about undocumented immigration to the United States.

The hiring of a coyote, Spener argues, is one of the principal strategies that Mexican migrants have developed in response to intensified U.S. border enforcement. Although this strategy is typically portrayed in the press as a sinister organized-crime phenomenon, Spener argues that it is better understood as the resistance of working-class Mexicans to an economic model and set of immigration policies in North America that increasingly resemble an apartheid system. In the absence of adequate employment opportunities in Mexico and legal mechanisms for them to work in the United States, migrants and coyotes draw on their social connections and cultural knowledge to stage successful border crossings in spite of the ever greater dangers placed in their path by government authorities.

David Spener is Associate Professor in the Department of Sociology and Anthropology at Trinity University. He is the editor of Adult Biliteracy and coeditor of The U.S.-Mexico Border: Transcending Divisions, Contesting Identities and Free Trade and Uneven Development: The North American Apparel Industry after NAFTA.

Fatally Flawed Premise

The author starts from a flawed premise, suggesting that illegal immigrants crossing from Mexico are suffering from what he calls "global apartheid." The analogy is specious, however, since in South Africa a tiny white regime lorded over a massive native black population, whereas in this instance a group of people are violating a nation's sovereignty by illegally entering. The author is especially reflexive and didactic, using the annoying (but unfortunately now common) habit of placing any idea he opposes in quote brackets, in order to de-legitimize it, i.e. "the workers had crossed the border 'illegally.'"

Despite the book's scholarly (and very dry) trappings, Spener's appeal is ultimately emotional. He highlights what he considers to be the reactionary fear and racial chauvinism of Americans who refuse to develop a laxer approach to immigration, downplaying the very real (and documented) costs of illegal immigration, i.e. rising healthcare costs, the proliferation of previously extirpated disease such as Chagas, Leprosy, and drug-resistant TB, as well as the ancillary drug-trafficking, environmental degradation, and potential for terrorists to take advantage of a porous border.

As an alleged academic, Mr. Spener owes his readers more than the strident undergraduate talking point that Texas was wrongfully acquired by the U.S. through force, and thus should be ceded to (or at least pliant to the will of) Mexicans who wish to break the law. One would expect more than the 'we were here' first argument in a mainstream study.

No matter one's thoughts and feelings about immigration, however, I strongly recommend journalist Ted Conover's "Coyotes," which is an even-handed, incredibly immersive look into the lives of those who cross our southern border illegally every day. Save yourself some money and time with this book, however, as you will most likely find yourself alternately enraged or bored to tears.
